About Vine & Associates 
 

Vine & Associates was founded in 1996 by George Vine to provide financial consulting services to affordable housing lenders and investors. 

 
Mr. Vine was previously a senior construction lender for First Insterstate Bank.  His work experience includes 12 years of real estate lending with commercial banks and another 5 years with local government community development agencies.
 
 
Mr. Vine currently serves as the chief credit officer for CCRC and as the Los Angeles Director of the New Generation Fund. 
 
Problem Asset Resolution
Vine & Associates has been engaged by lenders and tax credit investors to provide advice on minimizing their losses in resolving problem assets.  Strategies have included foreclosures, limited forebearances, replacement of partners, and complex multi-party negotiated agreements.
 
Loan Sales
Vine & Associates has developed special expertise in the bulk sales of affordable housing mortgage loans having directed the sale of $200 million of these for CCRC, as well as several smaller portfolio sales for other clients and providing financial and due diligence advice to loan purchasers.
 
Risk Management
Another area of special expertise is in Community Development loan and investment underwriting and management policies and procedures.  Vine & Associates has worked closely with several clients to update or substantially revise their lending and investing policies.
 
New Product Development
A fourth area of specialty is in the creation of new financial products to encourage the development and preservation of affordable housing.  Mr. Vine directed the development of CCRC's highly successful small tax-exempt bond program for 4% tax credit multi-family projects, its acquisition/rehab construction to perm program for small multifamily projects, and its private equity fund to invest in affordable for-sale projects.

Mr. Vine's banking career spanned 12 years in positions ranging from construction loan officer to loan workout team leader to vice president/credit adminstrator responsible for loan approvals and portfolio qualifty for a $1 billion portfolio of California construction and term loans.  In these positions he was involved in loans and lines of credit secured by commercial real estate ranging from land development, to single family home tract construction, to multifamily, retail and office building construction.
 
Previously Mr. Vine worked for community development departments in Kern County, CA and the cities of Long Beach, CA and Scottsdale, AZ where he utilized SBA programs to encourage small business expansion and planned for community development programs.
 
Mr. Vine holds a master's degree in urban planning from UCLA and a bachelor of architecture degree from the Rhode Island School of Design.  He is a Chartered Financial Analyst.
