During the 80’s and 90’s, as a construction loan officer for several California banks, Mr. Vine financed land development and single family tract and commercial construction for many of California’s largest developers. Mr. Vine ended his banking career as a senior executive in charge of portfolio quality for the developer banking portfolio of First Interstate Bank of California – a $1 billion + portfolio of construction loans on projects throughout the state. In that capacity he approved all extensions of credit from the bank’s 5 developer banking centers. In 1996, Mr. Vine formed his consulting firm, Vine & Associates, to provide real estate advisory services to community development lenders and investors. The California Community Reinvestment Corporation (a major financier of affordable multifamily housing projects in California) was his first client – and the relationship continues to this day. In addition to acting as CCRC’s chief credit officer, he has developed several new programs and products for CCRC, including its highly successful tax-exempt bond program, its secondary market sales program (over $200MM of loans sold) and its community development investment program. For the latter, he managed the acquisition, financing and rehabilitation of 2 expiring use Section 8 projects in Los Angeles with a combination of private activity bonds, low income housing tax credits and local and/or state government subsidized financing. Currently, he is organizing a private equity fund to invest in the construction of affordable for-sale housing in California. Mr. Vine has completed consulting assignments for other lenders and investors including SunAmerica Affordable Housing Partners (work out of 12 housing partnerships), Impact Community Capital (advisory services on the purchase of $125MM of affordable housing loans), and CapitalOne Financial (community development lending and investment policies). Mr. Vine has an MA in urban planning from UCLA and a bachelors degree in architecture from the Rhode Island School of Design. He attained the Chartered Financial Analyst designation in 1999. Articles
